According to court documents, between Oct. 18, 2020, and Jan. 20, 2023, Declan Golden, 39, of Middletown Township, accessed and engaged with a website on the Tor network known to encourage its users to post and trade Explicit Materials Involving Minors.

While on this website, Golden created numerous posts related to voyeurism and the exploitation of minors while encouraging other users to share images with him, NJ AG officials stated.

Golden also posted links for users to access images of minors engaging in explicit conduct and statements about using a spycam on girls in the shower and on the toilet, according to NJ AG officials.

NJ AG officials say a search of his devices revealed many Explicit Materials Involving Minors, including depictions of prepubescent minors engaged in explicit acts.

In an interview with law enforcement, Golden admitted to viewing Explicit Materials Involving Minors beginning in 2014, NJ AG officials stated.
