The civilian killed in the collision has been identified as 42-year-old Jose M. Martinez of Lindenwold.

According to the preliminary investigation, the incident began around 6:00 p.m. when West Deptford Police Patrolman Conor Goggin activated his emergency lights in an effort to stop a vehicle.

The driver refused to pull over and sped away at a high rate of speed, investigators said.

Moments later, the fleeing vehicle collided with a third car at the intersection of Hessian and Red Bank Avenues.

That car was driven by Martinez, who was also known as Jose M. Martinez-Peguero. He died at the scene. A passenger seated in the rear of his vehicle survived but suffered a fractured leg.

The driver who allegedly caused the crash has been identified by the Gloucester County Prosecutor’s Office as 28-year-old George Linard of Waltham Cross in the United Kingdom.

Linard, previously identified under the name Steve Hall, has been charged with second-degree death by auto, fourth-degree assault by auto, and fourth-degree fraudulent possession of a government license.

Prosecutors emphasized that the charges are accusations at this stage. Linard remains presumed innocent unless and until he is proven guilty in court.
