A New York man has been arrested in connection with a February 2025 crash on the Palisades Interstate Parkway that killed a 16-year-old and injured several others, according to information released by Bergen County Prosecutor Mark Musella.

The investigation—led jointly by the Bergen County Prosecutor’s Office and the Palisades Interstate Parkway Police Department—revealed that a 15-year-old unlicensed juvenile was behind the wheel of a 2025 Nissan Rogue at the time of the crash.
The vehicle, carrying five individuals, collided with a 2019 Honda CR-V near the New York state line around 5:58 a.m. on February 28.
One passenger in the Nissan, a 16-year-old male from New York, was pronounced dead at the scene.
Another suffered serious injuries, while three others were treated for minor wounds. The driver of the Honda was not injured.
In March, the 15-year-old driver was charged with multiple offenses, including vehicular homicide and driving without a license resulting in death and injury.
Further investigation revealed that Ryan D. Chambers, 21, of Elmira, New York, had taken responsibility for supervising the four juveniles in the vehicle and had knowingly allowed the unlicensed teen to drive.
Chambers was charged with four counts of third-degree endangering the welfare of a child.

Chambers was arrested on July 1, 2025, with assistance from police in Elmira Heights, New York. The case remains under investigation.
