A 41-year-old member of the New Jersey National Guard accused of taking upskirt photos of women in another state was arrested last week by police in Union after his latest incident at the local Target.
According to authorities, police received a phone call at 11:45 a.m. on July 27th from a loss prevention worker at the Target Store on Route 22.
Officials say the worker was observing customers when he saw a man squatting near female shoppers with his phone in his hand. The loss prevention worker called the police and told us that he thought the man was taking “upskirt” photos.
Additionally, the worker advised police that the man had left the store and went to a car in the lot. He followed the man to the car and provided police with a description of the car.
Officer Dan Teleposky was responding to the store traveling westbound on Route 22 when he observed the suspect car traveling eastbound on Route 22. Officer Teleposky turned around and then saw the suspect’s car pull into the Walmart parking lot, where he stopped the car.
According to authorities, Officers Curry and McTernan responded to assist Officer Teleposky, who then went to Target to conduct his investigation.
As a result of the facts that Officer Teleposky gathered, the man was placed under arrest for violation of privacy by taking photos under the dress of a 24-year-old woman. The Target shopper was still at the store and did not know that the man had taken photos of her.
Officials say Stephen Grogan, 41, from Dingman’s Ferry, PA, was arrested and charged with Invasion of Privacy—a 4th-degree crime.
According to authorities, he was released and was given a court date to appear in Superior Court on August 13th.
Detective Ken Gruener is following up and conducting an additional investigation into Grogan’s actions. Officials say Grogan’s recently made the news for the same type of crime at a Utah mall.
