The U.S. Marshals Service, working alongside federal, state, and local law enforcement partners, announced the completion of two major enforcement operations that resulted in the arrests of 383 fugitives across New Jersey during the 2026 FIFA World Cup and in the months leading up to the tournament.
The initiatives—Operation Forward Pressure and Operation Red Card—were designed to enhance public safety by targeting repeat violent offenders, gang members, homicide suspects, and convicted sex offenders who failed to comply with registration requirements.
According to the U.S. Marshals Service, Operation Forward Pressure focused on fugitives wanted for serious crimes, including murder, armed robbery, sexual assault, aggravated assault, and weapons offenses.
Operation Red Card targeted convicted sex offenders who failed to register, update their information, or otherwise violated federal, state, or local registration laws.
During the operations, task force members arrested:
- 383 wanted fugitives
- 107 known gang members
- 48 convicted sex offenders
- 21 individuals wanted for sexual assault
- 19 homicide suspects
Authorities said those arrested averaged 12 prior arrests each. Investigators also seized 35 illegal firearms and more than $100,000 in cash.
Among the notable arrests were:
- Adan Lemus, 49, arrested in Schenectady, New York, on a Long Hill warrant for failure to appear on a sexual assault charge.
- Jaheed Fields, 20, arrested in Newark on Union County warrants charging him with murder, five counts of attempted murder, and weapons offenses stemming from a shooting inside a Chick-fil-A restaurant in Union that injured six people.
- Francisco Orduno-Luna, 39, arrested in Gloucester City on Camden County and Pennsauken warrants related to two sexual assault investigations.
- Shaquan Hyppolite, 27, arrested in Jersey City on a Syracuse, New York, murder warrant.
- Angelica Manning, 24, arrested in Bayonne on a Jersey City robbery warrant.
- A 17-year-old juvenile, arrested in Kannapolis, North Carolina, on a Jersey City warrant connected to a non-fatal shooting. Authorities said the teen was armed with a handgun at the time of the arrest.
- Aziz Speller, 39, arrested in Newark on Essex County murder and conspiracy charges after allegedly jumping from a third-story hotel window.
- Jeffrey Lee, 60, arrested in Orange on Union County murder and weapons charges.
- Jose Francisco Ramos, 33, arrested in Fairfax, Virginia, on a Union County aggravated manslaughter warrant.
- Sergey Stanilovskiy, 44, arrested in Aspen, Colorado, following a multi-state manhunt on Camden County charges involving 10 counts of sexual assault of a minor. Authorities said he was also wanted in Russia on similar allegations.
- Alexis Massa, 38, arrested in Camden on attempted murder and weapons charges.
- Christian Vasquez-Quiroz, 31, arrested in Iselin on a Union County aggravated manslaughter warrant.
- Raheem Rhett, 36, arrested in Raleigh, North Carolina, on a Jersey City murder warrant.
“Make no mistake about it, violent career criminals and convicted sex offenders are a menace to public safety,” said Acting U.S. Marshal Nicholas Ricigliano for the District of New Jersey.
Ricigliano added that Operations Forward Pressure and Red Card demonstrated law enforcement’s continued commitment to locating and apprehending dangerous fugitives throughout New Jersey.
