Roselle Man, Two New York Corrections Officers Charged on Paterson Shooting Investigation of East Orange Man

Passaic County Prosecutor Camelia M. Valdes and Paterson Police Chief Troy Oswald announce that based upon an investigation by the Paterson Police Department, in conjunction with the Passaic County Prosecutor’s Office, Jeffrey Hulse, 29, from Roselle, was arrested on July in relation to a shooting investigation that took place July 13, in the area of Getty Avenue and Hemlock Street Paterson.

Police say Mr. Hulse is charged with Attempted Murder, First Degree; Unlawful Possession of a Handgun, Second Degree (2 Counts) and Possession of a Handgun for an Unlawful Purpose, Second Degree.

In addition New York Corrections Officer Rasheim Williams, 26, from Brooklyn, NY and New York Corrections Officer Keith Hood, 29, from Staten Island, have each been charged with Unlawful Possession of a Handgun, Second Degree in regard to this investigation.

According to police, on July 13, members of the Paterson Police Department while on patrol, responded to the area of Getty Avenue and Hemlock Street after hearing multiple shots fired.

Upon arrival the police located a 27-year-old male East Orange resident located in a building on Getty Avenue.

The victim had sustained multiple gunshot wounds and was immediately transported to St Joseph’s Regional Medical Center in Paterson.

Based on the investigation Jeffrey Hulse, Rasheim Williams, and Keith Hood have been arrested. Mr. Hulse, Mr. Williams, and Mr. Hood turned themselves in to the Paterson Police Department earlier today.

The sentencing exposure for Mr. Hulse on First Degree Attempted Murder is 10-20 years New Jersey State Prison with 85% of the term to be served before parole pursuant to the No Early Release Act and 5 years parole supervision; on Second Degree, Unlawful Possession of a Handgun it is 5-10 years New Jersey State Prison with a minimum of 42 months before parole eligibility pursuant to the Graves Act; and on Second Degree Possession of a Handgun for an Unlawful Purpose it is 5-10 years New Jersey State Prison with 42 months of parole ineligibility pursuant to the Graves Act.

The sentencing exposure for Mr. Williams on Second Degree, Unlawful Possession of a Handgun is 5-10 years New Jersey State Prison with a minimum of 42 months before parole eligibility pursuant to the Graves Act.

The sentencing exposure for Mr. Hood on Second Degree, Unlawful Possession of a Handgun is 5-10 years New Jersey State Prison with a minimum of 42 months before parole eligibility pursuant to the Graves Act.

The State intends to file a motion for pretrial detention for Mr. Hulse, Mr. Williams, and Mr. Hood that will be heard by a Superior Court Judge.

A criminal complaint is merely an accusation. Despite this accusation, defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt.
