An Elizabeth man, 22, arraigned for a double homicide in Pennsylvania has also been charged with the fatal shooting of Jamil Payne on June 25.
Todd West was placed as a suspect in Payne's death after witnesses told police that they saw him leaving the area of South Park and Sixth Streets shortly before 11 p.m. Surveillance video allegedly captured West chasing Payne with his car.
West, Kareem Mitchell, 23, of Newark and Robert A. Jourdain, 20, of Easton, Pa., were all charged today with two counts of homicide and two counts of conspiracy to commit homicide in connection to the death of Francine E. Ramos, 32, and Trevor D. Gray, 21, both of Allentown, Pa. early Sunday morning.
In that incident, West admitted being the shooter, Jourdain bought the ammunition and Mitchell reportedly drove the vehicle used to flee the scene.
West and Jourdain are also facing three counts of robbery and criminal conspiracy to commit robbery in connection to a string of three robberies in Allentown.
