On February 18, a judge rendered her decision, which agreed that Willis Edwards III was entitled to his salary as acting director of administration up to October 2012, however he was ordered to pay back over what he received after that date.

Back in March of 2013, the city council filed suit against Edwards, the mayor, and the city after Orange Mayor Dwayne Warren named Edwards as deputy business administrator.

Edwards who previously served as acting business administrator until his appointment to deputy business administrator was rejected by the council.

As deputy, Edwards would allegedly be executed the same duties as when he was acting business administrator.

In April, Judge Siobhan A. Teare ordered Edwards to vacate the office by May 30.

Edwards, who was also the mayor's former campaign manager, earned an annual salary of $105,000 as deputy business administrator and an additional $10,000 as the city's affirmative action officer.

Edwards will have to pay the city a total of $268,750, which he received after October 2012.
