Officers responded to reports of shots fired near the Target store located in the 100 block of 14th Street around 9 p.m.
Units arrived and found the victims suffering a bullet wound in his stomach.
Pooice are looking for a dark-colored vehicle observed speeding from the scene.
The condition of the victim is reported as serious.
