Authorities previously identified the driver of the Nissan Maxima as Mikael Salman, 18, of Iselin.
A juvenile passenger riding in the vehicle was killed in the crash. Officials have not released the identity of the juvenile because of their age.
Investigators said the incident began shortly before midnight on February 19 when Salman was allegedly driving at a high rate of speed southbound on Route 1.
According to the preliminary investigation, Woodbridge Police Officer Khari Manzini, who was in a marked patrol vehicle, left a stationary position and attempted to catch up to the Nissan.
The vehicle traveled from Route 1 South onto Avenel Road, then Remsen Avenue, Route 35 (Saint George’s Avenue), and eventually returned to Route 1 South.
Authorities said that approximately one minute after re-entering Route 1, the Nissan crashed into another civilian vehicle at the intersection of Route 1 South and Gill Lane.
Responding officers found Salman and the juvenile passenger trapped inside the wreckage.
Firefighters helped remove both occupants from the vehicle. Salman was transported to Robert Wood Johnson University Hospital with serious injuries.
The juvenile passenger was pronounced dead at 12:25 a.m. on February 20. Investigators also discovered a deceased dog inside the Nissan.
Officials said the occupants of the second vehicle involved in the collision also suffered serious injuries and were transported to Robert Wood Johnson University Hospital for treatment.
Authorities noted that the Woodbridge police vehicle was not directly involved in the collision.
According to the Attorney General’s Office, OPIA is investigating Officer Manzini’s actions during the incident, while the Middlesex County Prosecutor’s Office is conducting a separate investigation into Salman’s conduct.
The Attorney General’s Office said the videos and radio transmissions are being released under its transparency policy for fatal police encounters.
Family members of the deceased juvenile were given the opportunity to review the recordings before they were made public.
