A Port Authority of New York and New Jersey employee has been charged following an investigation into alleged payroll fraud and record tampering, according to a statement released by Hudson County Prosecutor Wayne Mello.
Authorities said Noah Nieves, 53, of Pennsylvania, was arrested on Tuesday, June 9, 2026, by members of the Hudson County Prosecutor’s Office Special Investigations Unit.
He is charged with third-degree theft by deception and third-degree tampering with records.
Nieves was taken into custody at the Hudson County Prosecutor’s Office in Secaucus and was later released pending his first court appearance.
According to investigators, the case was developed in coordination with the Port Authority of New York and New Jersey Office of the Inspector General.
The investigation allegedly found that Nieves falsified reports of his work hours in order to receive compensation for time he did not work.

Prosecutors further allege that Nieves, who is employed as a maintenance supervisor, provided false information regarding his employment status to a financial institution for personal gain.
