A Newark housing inspector is facing criminal charges after authorities say he attempted to solicit money from a city homeowner in exchange for dismissing housing code violations.

Theodore N. Stephens II announced that Jaquan T. McGiver, 50, of Belleville, has been charged with second-degree theft by extortion.
According to officials, the alleged incident occurred on September 23, 2025, when McGiver reportedly attempted to obtain $1,500 from a Newark homeowner.
In return, authorities say he offered to dismiss fines tied to documented violations at a multi-family residence on Lexington Street.
The homeowner declined to pay and instead alerted city officials. The complaint led to an investigation by the Newark Police Division Special Investigations Unit.
Deputy Chief Assistant Prosecutor Portia Downing addressed the matter in a statement, saying residents are entitled to fair and honest safety inspections.
“Newark residents have the right to expect that safety inspections are conducted fairly and honestly. Attempting to extort money to overlook violations not only undermines public safety but erodes public trust. 
The Essex County Prosecutor’s Office will hold accountable those who abuse their authority for personal financial gain,” Downing said.
