Investigators tracked McDowell to Roanoke, Virginia, where he was taken into custody on August 15 and lodged at the Roanoke City Adult Detention Center.
He remains held pending extradition back to New Jersey, where prosecutors will prepare the case for presentation to a grand jury.
The charges stem from a June 8 shooting near Earl and Clarkson streets in the City of Burlington. Officers responding just after 5:30 a.m. discovered Derrick Adams, 38,suffering from multiple gunshot wounds.
The Burlington resident was pronounced dead at the scene.
An autopsy performed by Burlington County Medical Examiner Dr. Ian Hood confirmed Adams died as a result of the gunshot injuries.
