Two men will make their initial court appearances today after being arrested and charged in connection with a drug distribution conspiracy, Acting U.S. Attorney Rachael A. Honig announced.
According to federal officials, Luis Cepeda-Capellan, 25 of Paterson and Isidro Fernandez, 32, of New York, are each charged by complaint with one count of conspiracy to distribute heroin.
According to documents filed in this case and statements made in court:
During an investigation by the Drug Enforcement Administration (DEA), New York Drug Enforcement Task Force (NYDETF), law enforcement officers learned that Fernandez purchased significant quantities of items associated with the illegal manufacture and distribution of narcotics, including thousands of glassine bags, strainers, sifters, and scales.
On February 25, law enforcement officers observed Fernandez receive boxes of items consistent with those used to transport drug paraphernalia, such as large quantities of glassine bags, in New York.
After obtaining the boxes, Fernandez traveled into New Jersey and delivered these boxes to an individual who brought them to Cepeda-Capellan’s residence.
The charge of conspiracy to distribute one kilogram or more of heroin carries a mandatory minimum of 10 years in prison, a maximum of life in prison, and a fine of $10 million, or twice the amount of money involved in the offense, whichever is greater.
