Three Fort Dix Federal Prison Inmates Arrested for Distributing, Possessing Explicit Images of Minors

Three men who are already serving prison sentences for Explicit Images of Minors were arrested today at the Federal Correctional Institution-Fort Dix and charged with using contraband cellphones and micro SD cards to distribute, possess, and view images and videos of child sexual abuse within the prison, U.S. Attorney Craig Carpenito announced.

Authorities charged William H. Noble, 52, of Lowell, Massachusetts, and Charles Wesley Bush, 38, of Knoxville, Tennessee, by complaint with one count each of conspiracy to distribute Explicit Images of Minors, distributing Explicit Images of Minors, and possession of Explicit Images of Minors on federal property.

According to officials, Jacob S. Good, 31, of Fredericksburg, Virginia, is charged by complaint with one count of possession ofExplicit Images of Minors on federal property and one count of accessing with intent to view Explicit Images of Minors on federal property.

All three defendants were arrested this morning and are scheduled to appear this afternoon before U.S. Magistrate Judge Karen M. Williams in Camden federal court.

According to the complaints:

Noble allegedly transferred a micro SD card containing Explicit Images of Minors to a government informant at FCI-Fort Dix on April 19, 2017. The micro SD card included over a thousand images and videos, many of which depicted abuse of children, including infants and toddlers. Officials said Noble allegedly made statements about downloading the Explicit Images of Minors himself and with the assistance of other inmates in the prison.

Noble previously pleaded guilty in the District of Massachusetts to transportation and distribution of Explicit Images of Minors and is serving an 81-month sentence with a scheduled release date of March 8, 2018.

Authorities said Bush jointly possessed the SD Card that was transferred by Noble on April 19, 2017, which he also allegedly used to download videos of children being sexually abused. Bush expected to be compensated as part of the transfer of the SD card to the government informant. Bush previously pleaded guilty in the Eastern District of Tennessee to three counts of distribution of Explicit Images of Minors and possession of materials containing Explicit Images of Minors. He is serving a 151-month sentence with a scheduled release date of May 24, 2024.

Good allegedly possessed and accessed Explicit Images of Minors while imprisoned at FCI-Fort Dix, which he downloaded from the “Dark Web” and stored on a micro SD card.

During a recorded conversation Good allegedly told a government informant that he never intended to stop viewing Explicit Images of Minors . In addition, Good described plans to take Explicit Images of Minors accumulated while in the prison home with him following his release. Good previously pleaded guilty in the Eastern District of Virginia to distribution of Explicit Images of Minors. He is serving a 60-month sentence with a scheduled release date of Feb. 6, 2018.

Due to the defendants’ prior convictions, the counts of distributing Explicit Images of Minors and conspiring to distribute Explicit Images of Minors are each punishable by a mandatory minimum sentence of 15 years in prison, a maximum potential penalty of 40 years in prison, and a $250,000 fine.

The counts of possessing and accessing Explicit Images of Minors on federal property each carry a mandatory minimum sentence of 10 years in prison, a maximum potential penalty of 20 years in prison, and a $250,000 fine.

The charges and allegations in the complaints are merely accusations, and the defendants are considered innocent unless and until proven guilty.
