A second out-of-state protester has been arrested in connection with demonstrations at Delaney Hall, according to Newark Public Safety Director Emanuel Miranda, Sr.

Officials said Zion Napier, 28, of Seattle, Washington, was taken into custody after he was allegedly observed smashing vehicle windows in the protest area.
Napier has been charged with three counts of criminal mischief.
Authorities emphasized that the charges are accusations, and Napier is presumed innocent unless and until proven guilty in a court of law.
In a separate development, Homeland Security Investigations (HSI) notified Newark Police that federal agents arrested a man from Arizona during the demonstrations after he allegedly assaulted an HSI officer.
Federal authorities indicated that additional information regarding the suspect’s identity and the charges filed against him will be released at a later time.

The incidents remain under investigation.
