An Open Public Records (OPRA) report has revealed that a man found dead on a ramp to an interstate in Newark was struck by a vehicle.
According to the report on May 15, NJ State Police responded to the eastbound lanes of I-78 near milepost 56 after receiving reports of a person at approximately 12:51 a.m.
When police arrived, they found Mr. Hugo Noguera, 28, of Newark suffering severe injuries and was pronounced dead a short time later.
According to the OPRA report, Noguera was riding a bicycle when a car driven by a 24-year old Newark woman struck him.
The investigation is being conducted by the NJ State Police.
