Bruce G. Low Jr., 46, was arrested following a controlled delivery and subsequent search of his home, which allegedly revealed over 10 pounds of the powerful opioid Tapentadol, morphine without a prescription, and equipment consistent with an illegal drug packaging operation.

The investigation began when a shipment arriving from India and addressed to Low’s residence was flagged by U.S. Customs and Border Protection. Inside the package, officials found more than six kilograms of Tapentadol, a Schedule II controlled dangerous substance used to treat severe pain but prone to misuse.

Authorities conducted a controlled delivery of the package on June 9, 2025.

After Low accepted the delivery, law enforcement executed a residential search warrant.

Inside the home, investigators allegedly found the opened package, along with additional morphine and drug-related paraphernalia such as grinders, mixers, cutting agents, and packaging materials.

A quantity of cash was also recovered.

Low is charged with first-degree operation of a controlled dangerous substance manufacturing facility, second-degree possession with intent to distribute Tapentadol and morphine, and third-degree possession of both substances.

According to the Attorney General’s Office, this case focused on the continued efforts by state and federal agencies to combat the illegal distribution of opioids and safeguard public health from the dangers of unregulated narcotic production.
