Police officials in Newark announced the arrest of **Mr. Horatio J. Joines, 44, of Newark,** for an incident of illegal dumping that occurred on Monday.
Police said at approximately 10:00 p.m., detectives assigned to the Illegal Dumping Task Force received a tip that a male was in the lot at 83 Schley Street dumping bags of trash.
Units arriving at the scene said they watched as Joines dumping debris and trash from the back of his truck onto the lot.
According to police, they approached the Joines then placed him in custody.
Police charged him with illegal dumping and the illegal transport of solid waste. Joines’ vehicle was subsequently towed and is subject to confiscation by forfeiture.
These charges are merely accusations.
Each suspect is presumed innocent until proven guilty in a court of law.
