Lakehurst Man Charged with Touching Himself Inappropriately Around Minor

Ocean County Prosecutor Bradley D. Billhimer announced that on Friday, May 17, Mr. Richard Davis, 65, of Lakehurst was arrested and charged with Endangering the Welfare of a Minor, a crime of the 3rd degree.

According to officials, on May 17, Officers from the Lakehurst Police Department received a report of a male touching himself inappropriately in the presence of a minor at Lake Horicon. The victim’s mother was able to provide a description of the actor.

Reports state that a further investigation by the Lakehurst Police Department revealed that Davis was the actor. Detectives from the Ocean County Prosecutor’s Office, Special Victims’ Unit and Officers from the Lakehurst Police Department questioned Davis and subsequently arrested him.

Davis was processed and transported to the Ocean County Jail where he is currently lodged awaiting a detention hearing, officials said.

Prosecutor Bradley D. Billhimer praised the Lakehurst Police Department and the Ocean County Prosecutor’s Office Special Victim’s Unit for their quick, yet thorough investigation.

“Lake Horicon is a beautiful area. Families should be able to visit the lake and the park without fear of this type of behavior,” said Prosecutor Billhimer.
