A coordinated enforcement effort involving the East Orange Police Department, the city’s Department of Code Enforcement, and the Department of Health and Human Services has resulted in the closure of eight businesses accused of violating state and local laws.
According to city officials, investigators seized approximately 225 pounds of marijuana, more than $17,000 in cash, and six vehicles during the operation.
Officials emphasized that while recreational cannabis is legal in New Jersey through licensed dispensaries, products sold by unlicensed smoke shops are not regulated under the state’s testing, labeling, and quality control standards.
Authorities said those illegal sales can pose significant health and safety risks, particularly to young people.
The following individuals were arrested in separate cases and face various criminal charges, including possession of marijuana with intent to distribute:
- Mohamed Segan, 50, of Bronx, New York
- Amin Mohannad, 18, of Brooklyn, New York
- Hisham Ahmed Qaid Alfaqih, 29, of Mount Laurel, New Jersey
- Alexis Vladinir Balcacer, 23, of New York, New York
- Otniel Rodriguez, 24, of Yonkers, New York
- Ahmad Abdek Nabi Abu Khalil, 23, of Clifton, New Jersey
- Osamah A. Mohsen, 29, of Totowa, New Jersey
- Salah Alaheri, 19, of Brooklyn, New York
- Tevin A. Harding, 31, of Newark, New Jersey
- Akeem Coombs, 30, of Orange, New Jersey
- Frantz A. Pierre-Louis, 31, of East Orange, New Jersey
Authorities noted that all defendants are presumed innocent unless proven guilty in a court of law.
Since March 2026, the following businesses have been ordered closed as part of the city’s enforcement initiative:
- H & H Variety – 448–452 Central Avenue
- Flavors – 613–623 Central Avenue
- Vibez – 582–620 Central Avenue
- Red Magic – 487 Central Avenue
- K & K (Kangni Kangni) – 392–396A Central Avenue
- Top Dog Exotics – 252 Sanford Street
- Elevation – 236–238 Tremont Avenue
- T and B Convenience Store – 225–233 Central Avenue
Mayor Ted R. Green said protecting residents remains the city’s top priority and pledged continued enforcement against businesses operating outside the law.
City officials said the coordinated effort reflects East Orange’s commitment to keeping commercial corridors safe, protecting consumers, and ensuring businesses comply with state and local regulations.
