A state grand jury has decided not to file criminal charges against a Keansburg police officer involved in the fatal shooting of a man who confronted officers with a running chainsaw, according to a statement released by the New Jersey Attorney General’s Office.
The ruling follows an investigation into the death of 46-year-old Willem Roman, who died after an encounter with Keansburg police on May 27, 2024.
Authorities said officers were dispatched to Roman’s home on Seabreeze Way for a welfare check.
After limited responses from behind a closed door, Roman emerged wearing a ski mask and approached officers with a running chainsaw.
Police say one officer deployed a taser, while another fired his weapon, striking Roman. He was later found carrying a crossbow and multiple knives.
Roman was taken to Jersey Shore University Medical Center in critical condition and died on June 14, 2024 from his injuries.
The Office of Public Integrity and Accountability (OPIA) presented evidence—including body camera footage, 911 calls, interviews, and autopsy results—to the grand jury, which voted “no bill,” concluding that charges were not warranted.

In accordance with policy, the Attorney General’s Office released body camera video of the encounter, which had been shared first with Roman’s family.
This decision closes the investigation under state law requiring independent reviews.
