Car Stop Leads to Arrest of Newark Man with $3K in Unpaid Tolls, Fees

A 31-year-old Newark man was initially pulled over this morning for using his cell phone while driving on the Holland Tunnel but police found that he owed more than $3,000 in unpaid tolls and fees.

According to PAPD spokesman Joe Pentangelo, an officer on patrol - on the Jersey City side of the tunnel -spotted Hanif F. Gibbs, of Newark, using his cell phone while operating a 2002 Infiniti sedan sometime around 9 this morning.

As the officer followed Gibbs, noticed he passed drove through an E-ZPass lane triggering the "toll unpaid" sign.

Upon a search with E-ZPass administration, police discovered Gibbs owed $3,072 in violations and fees and had an active warrants out of Springfield ($300) and Irvington ($229). Police also found that Gibbs' car inspection sticker was expired.

Gibbs was charged with theft of services, bail-jumping and various traffic violations.
