The New Jersey Attorney General’s Office of Public Integrity and Accountability confirmed the incident occurred on July 29, 2025, in the West Berlin section of Berlin Township, where 37-year-old Shawn Phillips was shot and killed during an encounter with law enforcement.

According to officials, the footage release follows transparency policies established by the New Jersey Attorney General’s Office in 2019 to ensure accountability in cases involving the use of deadly force.

Representatives of Phillips’ family were given the opportunity to review the recordings prior to their public release.

Preliminary findings released by investigators indicate that two detectives with the New Jersey State Police, assigned to the United States Marshals Service NY/NJ Regional Fugitive Task Force, were conducting an investigation involving Phillips when they observed him standing on the front steps of a residence along Haddon Avenue near Bate Avenue.

During the encounter, one detective approached Phillips and ordered him not to move.

Authorities say Phillips then reached into his right front pocket and removed a firearm, prompting the detective to fire multiple rounds, striking him.

Officers immediately rendered aid before Phillips was transported to Cooper University Hospital, where he was pronounced dead at 2:13 p.m.
